They nerfed Nilou's belly button because i think it was too "revealing" and people were upset about that nerf, and Shenhe did have a belly button back then when she was on early beta testing you could see her belly button during her testing but when they released Shenhe they kinda nerfed Shenhe's belly button by covering it a little and then in the next patch they removed Shenhe's belly button, in the end they got some beef with belly buttons 😅😂

I think the change was weird, but it does kinda make sense- unless Shenhe has clothes that are super sticky (which wouldn‘t make sense considering teyvat‘s time frame), the fabric would just kinda go over her belly button. 
Source: I wear sleeveless turtlenecks and no matter how tight they fit, there‘s always extra air somewhere.
